Civil Service Commission Regional Offices

One of the best ways you can prepare for the Civil Service Examination is to locate a Civil Service Commission Office near you; whether it be the Central Office or the various Regional Offices scattered in the country.

The designated Civil Service Commission Offices have general functions that have been explained by the Civil Service Commission that indicates the responsibility of each office to ensure that the Civil Service Commission continues in delivering the services it is expected to offer as a government agency.

The general functions of the Civil Service Commission Offices:

1. Enforce Civil Service law and rules, policies, standards on personnel management within their respective jurisdiction;

2. Provide assistance and technical advice to government agencies and offices regarding personnel administration; and

3. Perform such other functions as may be delegated by the Commission. To date, the following are some of the delegated functions:

  • render a decision on protest cases involving appointments issued/acted/processed by agencies and local government units within its territorial jurisdiction;
  • administer Civil Service examinations including the filing of formal charges, the conduct of a formal investigation, the institution of a corresponding criminal charge, and other actions as may be necessary in the prosecution of cases attendant to Civil Service examinations anomalies;
  • publish a bulletin of vacant positions;
  • process applications for the grant of eligibility under special laws;
  • conduct regular inspection and audit in all government agencies and instrumentalities within the region;
  • review and approve personnel systems submitted by agencies for approval; conduct pre-accreditation audits at department and agencies without field organizational units or at counterpart regional offices of departments and agencies will such, as the case may be;
  • administer human resource development programs, render technical assistance in training needs assessment, develop appropriate training intervention and act as resource speakers;
  • render opinions/rulings on queries relative to Civil Service law and rules;
  • take final action on appointments issued by regional offices of national government agencies, government-owned or controlled corporations pursuant to a subdelegation of functions by their department or agency heads and local chief executives;
  • maintain, secure control, and dispose of personnel records of government personnel in the region;
  • act on administrative/complaint cases falling within the territorial jurisdiction of the regional office.
